The deputy president of Swimming South Africa, Briane Reynolds, has been investigated for “financial mismanagement” relating to his role as president of Western Province Aquatics and found responsible in 10 of 11 findings in a report distributed to clubs.
Reynolds is one of three Swimming South African executives named in the findings (only one of the other two still hold their position). The report finds that the executive didn’t “follow due process in terms of remuneration, contracts with suppliers, its auditing processes, and the nature of a payment made to former Olympic gold medallist Penny Haynes,” according to EWN Sport, who has a copy of the report. EWN clarified that Heyns did nothing wrong, as she in fact made an appearance for Western Province Swimming that she was compensated for.
A list of some of the findings against Reynolds:
- Claimed expenses without authorization at the 2013 World Championships in Barcelona. The report recommends that he reimburses those costs.
- A change in accounting policy
- Lottery payments not being reported properly
- Members of the executive council being paid without contracts in place
- Heyns was paid via an unauthorised bank account for a clinic she performed
